Analysis: Team owner Stu Sternberg announced the deal on Thursday. He says it is a significant move for the budget-minded Rays, noting, ''We've had some exceptional teams. We want to give this organization the best chance to win, and we know it's going to cost us more than we can afford to pay.'' Balfour, 36, was 62 for 67 in save opportunities the past two seasons with the Oakland Athletics.

Analysis: Baltimore and Balfour came to a reported two-year $15 million agreement with $1 million deferred on Tuesday pending results of the physical. Duquette said the team would not seek to restructure the agreement.

Analysis: Balfour, who turns 36 on Dec. 30, went 1-3 with 38 saves in 41 opportunities with Oakland last season. He made $4.5 million with the Athletics in 2013. He had a 2.59 ERA and 72 strikeouts, with 27 walks in 62 2-3 innings.

The A's made the announcement that the right-hander is expected to miss four to six weeks, and decided to have the procedure now with the hopes of returning for the start of the season.
Analysis: The 35-year-old Balfour went 3-2 with a 2.53 ERA and 24 saves last season for the AL West champions. The A's exercised their $4.5 million contract option for the Australian reliever shortly after the team lost in a five-game division series to the Tigers.
